moving wmf. images

For some reason, I can't move wmf. clipart around a word document in word
2002. I can't move the image itself, or the drawing canvas it's placed on,
however, I can move the composite parts of the image via drag and drop. Any
idea why this is? It appears to be the same with jpeg. images too. It also
won't let me group or ungroup the clipart, so I have no drawing options to
use either. Can anyone help?

Click on the art to display the Picture toolbar, then click on the Text
Wrapping button (dog icon) and change the wrapping from In Line With Text to
some other style.
