MP3's as web site background music?

Can you help me with my new challenge?

My goal is to have background music (a Dean Martin song) running in the
background. I've got the song (Arrivederci Roma) but it is a 27 meg wav
file. My hope is to convert it to MP3 format to save Provider space. I have
35 megs.

This all leads to this question. Is there a way for my Publisher 2000
created web page to use the song as a MP3 file? Maybe a plugin?, or maybe a
later version of Publisher?

The sound background tag of html doesn't support mp3, hence Publisher
doesn't let you use one. You might check javascript sites to possibly find a
script for playing an mp3 file on the page.
