Mpeg to flash for PowerPoint presentation

Hello,

In my ppt files there are some mpeg files which play when viewer clicks
on them. I am considering converting my ppt files to flash for web viewing.
Do I have to convert mpeg files first to flash and embed them to ppt first?
How can I convert mpeg files to flash? Is there a free program to do it?
