Ok..... I'm not sure why you are trying to create a project file as a
text based file (i.e. MPX) but perhaps you have good reason - it's just
that the MPX format was dropped by Project some years (versions) ago.
It has been years since I worked with MPX files and I only worked with
the English version but my guess is that when other languages were used,
the MPX format was then stored in the native language. It works
basically the same way today. If I open a Spanish language Project file
with my English version for example, I will see Spanish names and
characters. In order to convert them I would have to manually translate
and re-save. And further, since there are grammatical, syntax,
contextual and other nuances between languages a simple translation may
not be all that is necessary.
I don't know if that answers your question but until the world adopts a
universal text based language there will always be work for translators.
