MS 2007 Outlook Error

I cannot open outlook and get the following error message - the file
C:\Users|(my name)\AppData\Local\Microsoft\Outlook\Outlook.pst is in use and
cannot be accessed. Close any application using this file and then try
again. Outlook was working fine a couple of hours ago and when I tried
accessing it recently, I received the above. I even uninstalled and
reinstalled it several times getting the same error message each time.

Uninstalling and reinstalling solves nothing. See if you can open Outlook
in Safe Mode - start->run->outlook.exe /safe. If yes, then try opening it
again normally. If it does not start, then go to Safe Mode again and start
disabling add-ins (Tools->Trust Center) one by one. Start and stop Outlook
normally each time until it opens without the Safe switch.
