MS Access 97 does not recognixe MS Office 97 Small Business Addition

The MS 97 upgrade installation CD does not recognize my
Office 97 small business edition as a program that
qualifies for the competitive upgrade program. Published
Q167589 on the Microsoft web site says this is a problem
but offered no solution.

Actually, the article you cited did offer a solution:

RESOLUTION

To obtain assistance installing your upgrade version of Microsoft Access 97,
contact Microsoft Product Support Services. See your product literature or
your support contract for the technical support number to call. Or, to
obtain the support phone number for your product, visit Microsoft's "Support
Options & Phone Numbers" Web page at the following address:
http://support.microsoft.com/default.aspx?scid=fh;EN-US;CNTACTMS

When you call Microsoft Product Support and speak with a support
professional, please inform the engineer that you own a qualifying program
and that you need assistance installing it.
