MS Access SR3 - Lost Link Table MAnager

SInce installing SR3 I get the following message
"MS Access cannot find the Wizard Or there is an error in
the Decleration section of the VB module.
The Wizard may be missing fronmn the Libraries Key .....of
the MSA section of the Windows Reg. Run Setup ..."

Tried to run setup from the disk but no go. Link manager
is still missing.

Please help.
