MS Common Dialog box

I'm trying to add a Common Dialog box to a form and when
I do I get a message that I do not have a valid license
to add this control. Since I have a full version of
Office 2K, why am I getting this message?

I understand there is a way to use API's because the
Common Dialog boxes can be problematic, can someone point
me to a source so I can learn how to use these.

the standard Windows File Open/Save dialog box. It is very simple to plug
into your application.
