My Nephew is Full-time Student studying in Leeds, however I currently living
in Wolverhampton and I was wondering if the EULA for the MS Office Student &
Teachers Edition, would allow me to install the software on my computer
whilst my Nephew is also using the software on his Computer.

Is this arrangement temporary? Does your newphew normally live with you
in the same household?

The license says:

1.1 Installation and use. You may install a copy of the Software on
three personal computers or other devices in
your household for non-commercial use by people who reside in your
household."

My nephew will be a full-time student for another 2 years, however he
normally lives with his parents in Newcatle Upon Tyne when not at University.

I know there is an Upgrade Version of MS Office 2003, but the cheapest price
I can find for the suite is £200 and sadly I don't have that amount of cash.

I'd say that legally, morally, ethically, and technically, you do
not qualify for Office 2003 Students and Teachers Edition, and it
would be in violation of the EULA for you to install a copy of
your nephew's software on your computer. But if your nephew is
willing to let you use up one of his three installations, then
that's between you and your nephew.

Would my nephew have to obtain the MS Office 2003 Student & Teachers Edition
CD#-Rom direct from Microsoft after completing the appropriate form or is the
software shipped inside the sealed box, in the same way as the full version
is?

With regard to the <legally, morally, ethically, and technically> situation.
I have to wrestle with that problem every time I sign my name in the
Declaration Box.
