MS Office Excel Date-Time Code

I have been passed a date in the format of 39173. Is there a formula or
function that will convert from this format to a mm/dd/yyyy or yyyy/mm/dd or
even a dd/mm/yyyy? Thanks in advance for the help.

Format > Cells... > > Number > Date anything you want

How about just formatting that cell as a nice looking date:

Format|Cells|Number tab|choose your favorite date format.
