MS Office Outlook will not open

Had problems previously posted "MS Office > Outlook 2003 & SKU111.CAB also
coded as Error 0x51F"

Now attempt to open Outlook and it says no can do, wanna try safe mode? Ok,
will not open in safe mode, wanna try Detect & Repair, ok ... now we go all
the way through this process and it says everything is fine when in fact it
is the same.

Try to open Outlook and same dismal result occurs....help
