MS Office reconfigures itself every time I open a file

I use MS Office 2007 Home and Student Edition on a Toshiba Tecra 8200 running
Windows XP Home SP3.

Every time I start Office I get a message "Configuring Microsoft Office
Home and Student edition 2007". I have let office complete its configuration
and have it come up. Then the next time I use Office - it does this again.

I already tried uninstalling and reinstall Office but this did not resolve
the problem.

Does anybody have any idea why this is happening and how to fix it?

You probably have a problem with incorrect file access permissions.

I say "probably" because Microsoft has not - to my knowledge - actually
acknowledged a problem. It may not even be Microsoft's problem to solve.
However, if you search the web for information about your situation, you
will likely find that incorrect file access permissions was the underlying
cause in most cases, and that the problem occurs with certain Microsoft
products that use the Windows Installer. To date I have read about this same
problem with different versions of Office 2007 and the .Net Framework.

The solution is to reset your file access permissions to their default
values. To get a little more technical, it means resetting the access
control lists (ACLs) in large parts of the Windows registry. Since editing
the registry is risky, I suggest a safer way to do this: You start by
installing the SubInAcl tool from Microsoft's website and then run a batch
file (typically called reset.cmd) to reset the permissions for you.

You can find detailed instructions with a web search - use this as your
search term: subinacl reset.cmd

It's completely safe to reset your file access permissions, so long as you
follow the instructions carefully. You are not making any changes that will
interfere with other software; you are merely resetting the permissions to
their default values.
