MS Outlook 2003 & Outlook Express 2003 - no e-mail send/receive

I had followed up for 4hrs 57 min directions from my DSL provider (SBC) to
configure either MS Outlook 2003 or Outlook Express 2003 (running on Windows
2000) & can not get it going. I always receive back the various error
messages, mostly telling me that the operation timed out waiting for response
from my POP service provider or that. Now, I had all of a sudden started to
have same difficulties about a month ago or so when still with Charter cable.
They were unwilling to even help, so I switched the providers with no
improvement. Is there a possibility of some sort of screw up during one of
the recent MS Office or Windows updates?

You should choose one or the other (there is no OE 2003, just so you know) to
set up as your default email client.
It's a matter of setting up your profile with the correct pop and smtp
server addresses.
Can you be specific about errors, error numbers, etc.? That would really
help troubleshoot.
If you're running Windows XP, did you apply SP2? Did you allow Outlook on
the firewall?
