MS Project client "broken"

Something happened to my MS Project client and it appears to be
"broken". I uninstalled and reinstalled it, and it didn't make it any
difference. The problem is that the scroll bars at the bottom and the
right of the window are gone, and that I no longer can move rows up
and down to new locations in the Gantt chart. The toolbar where the
title of tasks could be edited is also gone. I have no idea what
could have caused this change, and I am at a loss as to what to do to
revert it. Anyone able to help?

Click Tools - Options - View. Select the "Entry bar" and "Scroll bars"
options in the Show section at the top of the View page, then click OK.

Thanks Dale - That helped solve these problems.
I still have one problem though: In the past I was able to select one
resource out of the resources column in the Gantt chart, and see only
the tasks assigned to that person. This no longer seems to be
available to me. Is this also something that can be turned on/off in
some configuration menu? Thanks.

You have two options to filter the list of assigned resources while in the
Gantt Chart view:

1. Click the Filter pick list on the Formatting toolbar and select the
Using Resource... filter
2. Click the AutoFilter button on the Formatting toolbar, then click the
autofilter pick list at the top of the Resource Names column
