I would like team members to save their actuals completed per week on
PWA. Those resources would send updates to their project manager who
would then accept/reject those updates. From there I would like it to
run through to the PMO would then have final authority to make all
changes, update and republish the plan. Is there anyway to do this?

What you are describing is a multi-level process for processing task
updates, which is not possible in Project Server. The system assumes that
the person who published the task assignments is the person who is
responsible for processing task updates from team members. If you wish the
PMO staff to handle this, then you might apply the following project
management process:

1. The project manager is responsible for planning and saving the project
2. The PMO is responsible for publishing the project plan
3. Team members submit actuals on a weekly basis
4. The PMO processes all task updates
5. The PMO makes appropriate changes to the project
6. The PMO publishes the latest changes to the project
7. The project manager analyzes the current state of the project
