MS Project Pro cannot connect to MS Project Server

I have a client that has MS Project Server 2003 installed on an Windows 2003
app server with MSDE instead of SQL. The client is able to access the
Sharepoint portion of the program and users can log on to the Project Web
Access. The problem occurs when a user with MS Project Professional on their
Windows XP Pro workstation tries to connect to the Project Server. Below is
the error that comes up in a Microsoft SQL Server Login dialog box:

Connection Failed:
SQLState:'01000'
SQL Server Error: 5
[Microsoft][ODBC SQL Server Driver][DBNETLIB]ConnectionOpen (Connect()).
Connection failed:
SQLState:'08001'
SQL Server Error: 17
[Microsoft][ODBC SQL Server Driver][DBNETLIB]SQL Server does not exist or
access denied.

Any help would be appreciated.

Minimum requirements assume one server where all Project Server components
and supporting technologies (i.e., Microsoft SQL Server, Microsoft Windows®
SharePointâ„¢ Services) are installed. Additional system requirement
information about advanced Project Server configurations is available in the
Microsoft Office Project Server 2003 Installation Guide. Also, see the
Microsoft Office Project Web Access system requirements

Thank you, this server meets those requirements with the exception of MSDE
instead of SQL. Does the error mean I cannot connect to the database unless
I have SQL? This is not what the Microsoft tech support person who set this
up with me said.
