MS Project Server 2003 Approval Question

Hi,

I have posted this question earlier and I had no response, so I have
shortened it to see if I can get better results.

Can anyone explain to me how new Timesheet Approval process (where you
can assign multple approvers other than the Project Manager) works?

I simply do not see the logic of it and I am convinced it is because I
have missed something.
