MS Project Server 2003 login error

We are new to using Project Server 2003 and my users are having a
problem with login. Here is the scenario- when a user click on their
icon, it will authenticate them through to the server. They can go up
to the top and click logoff, which logs them off. If they don't close
this screen and try to login again using the same username and
password, they get a error-"Your account does not have permissions to
log on. You need to change the account in your profile or contact your
server administrator to give your account permissions to log on to
this server. (5016)". I know that they have permissions on the server

I have added the server site to the trusted sites list. I have enabled
ActiveX controls. Not sure what else to do at this point. Can
someone help?

Cheryl,
How are they trying to login again? If they use the page that says "Please
log on", and you are using Windows Authentication, then make sure they're not
typing in the User name and Password boxes but clicking "Log on using your
Microsoft Windows user account".
