MS Publisher 2000 installation error - unable to register DLL

I have tried this on two different computers, both running
Windows 2000 SP3 and I get the same error when attempting
to install Publisher 2000:

Error 1904/ Module c:\Program Files\Microsoft
Office\office\PTXT9.DLL failed to register. HRESULT -
2147024703.

Any suggestions or ideas on this would be appreciated!
