ms-word application shortcut in non-admisnistration account.

Hi.

Can it possible to set shortcut keys to open word, excel applications in
non-administrator account? My system is in large network without
administrator previlages.

I tried but it saying

unable to save changes to "microsoft office excel 2003lnk"
access is denied.
