MS07-013 and MS07-015 with Project/Visio 2003

I'm having a problem patching my Project and Visio 2003 administrative
installation points. There is a separate patch for Project/Visio 2002
for these two bulletins. But the patch for Project/Visio 2003 is the
same patch as for the rest of Office 2003. However, when I try to
apply these patches to my Project/Visio 2003 Administrative
Installation Point, I get this error: "The upgrade patch cannot be
installed by the Windows Installer service because the program to be
upgraded may be missing, or the upgrade patch may update a different
version of the program. Verify that the program to be upgraded exists
on yoru comptuer and that you have the correct upgrade patch."

The same patch applies fine to my Office 2003 Administrative
Installation Point. The Project/Visio 2002 patches applied without a
problem. I've triple checked the paths in the command line. I'm not
sure what else I should try. Can anyone offer some guidance?
