There is some literature in the Installation Guide for Project Server which
you may want to review. The guide can be found at:

This literature does not address your specific issue, however, I do not
think it is a Project Server concern. Although I have not specifically done
this with Project Server, you could probably backup the databases and then
restore them to the full SQL Server instance. Here are some instructions
for upgrading MSDE to SQL Server SP3 which might suit your needs perfectly:

If for some reason that would not work, you could always just create the
instance republish your projects and such, very manual process, probably to
be avoided as a last ditch. But I think the upgrade of the db should be
sufficient.
