MSGraph distribution..

Can someone help me dicpher this, it comes from the Office
Developers Guide available as a download link at this URL:

http://www.microsoft.com/office/developer/suite/guide.asp

On Page 13 it states:
Licensing and Distribution rights
The licensing agreements included with Office XP Developer
make it easier than ever to distribute solutions or code
segments:

Access Runtime. Distribute Access solutions to any desktop.
MOD includes royalty-free Access Runtime (including the
Microsoft Graph run time application), which allows
distribution of Access applications and Access Data Projects.

I'm interested only in the MS Graph runtime, not interested
in the Access Runtime at all. Can I distribute the MSGraph
without the Access runtime (it's not clear to me why the
Graph should depend on the MS Access Runtime).

We have a commercial product --written in VB--, can we buy
(just 1 copy of?) Office Developer Edition and therefore
legally distribute the MSGraph runtime with our product?

If not, what alternatives are available? If we require the
end user to purchase Excel will that be enough to ensure
that they have MSGraph installed?

If you are serving the graph on the client side, then you
should be fine if the user has a licensed copy of Excel as
I understand it...
