MSIEXEC error 2247 Internal Error

Does anyone have a clue as to what this error really means? I am trying to
install Office 2k3 on a freshly laid down copy of XP SP2. I can run the
setup and transform on other machines, and the install runs fine. But on
this one, it throws this error and exits. I have updated windows installer
to 3.1.
