Have you considered SP3 for Outlook 2003?

If you've installed any applications that use the MAPI transport after
installing Outlook 2000, you may need to have your mapi32.dll file updated.
This should occur automatically using a new feature to detect MAPI conflicts
(a program called fixmapi.exe). The next time you start Outlook you may get
a message like: "A recently installed program may cause problems with
Microsoft Office or other e-mail-enabled applications" It then asks "Do you
want Outlook to resolve this problem?" You should click the "Yes" button.

In some instances, however, the fixmapi utility may not function correctly
with Outlook open and you get an error message. In that case, exit Outlook
and reboot to ensure that no applications using mapi are open. Then find and
run fixmapi.exe manually.

SP3 for Outlook 2003? Are you maybe a little confused? The latest SP for
Office 2003 is SP1. SP3 is applicable for Office/Outlook XP.

Oops typo. The info is still applicable. He needs to install
SP3 for Outlook 2000.
