MSN Alerts, how is it not an online service

I am new to this service and find it confusing that an MSN Alert would not be
an online service. Can anyone clarify this for me?

MSN Alerts is solely an online type of service, it delivers instant
messages, sms- text messages and emails to your MSN account as determined by
the content provider (which you've signed up to receive content).
