Hi Özgür!

I think this is referring to the decimal separator and the thousands
separator.

Before Excel 2002 (XP) these were taken from the System settings
accessed using:

Start > Settings > Control Panel > Regional Options [or substantially
similar commands for Windows XP]

Since Excel 2002 (XP) you can choose between keeping the system
settings or using different ones using:

Tools > Options > International.
You'll see an option of checking "use system separators" or unchecking
and replacing the defaults.

It is imperative that the patches provided by Microsoft in its April
Security Release be applied to Systems as soon as possible. It is
believed that the likelihood of a worm being released SOON that
exploits one of the vulnerabilities addressed by these patches is VERY

At which level are these settings applied - application, workbook or worksheet?

Hi Harlan
just did a short test (Excel 2003): Changes are applied on Application
level (just telling Excel to use the manual entered settings instead of
the OS settings)
