msoe.dll cannot be loaded, how to back up e-mails to re-install

does anyone know how to back up outlook e-mail without
opening outlook?

MSOE.dll is for Outlook Express, not Outlook. What are you actually trying
to do and with what program, Outlook or Outlook Express.

i'm using outlook express and i want to transfer all my e-
mails, but i cannot open outlook express because of the
dll that will not load

Then try posting this in an Outlook Express news group - this is not one of
them. Outlook is part of Microsoft Office, Outlook Express is a part of
Internet Explorer.
