msowc.dll on dual core processor machines

Is there any known performance issue using MSOWC.DLL version 9 component on
dual core processor machines like dell optiplex gx620?

When dual core is enabled copying information into cells is very slow. When
I disable it the issue disappears.

I would venture a guess that it isn't supported since the version 9 owc is
very old.
