MSP Server Spooler Error (0x8C04000D) - User Account conflict

Hi,

I'm trying to get MS Project Server 2003 up and running
and received an error when I try to publish a project to
the server. We use active directory to add users to
Project Server. The error I get from the Project Server
spooler returns this error:

"The Windows user account or user name for the affected
user account conflicts with an existing account on the
server (0x8C04000D). "

I went through the suggestions in the Knowledge Base to no
avail. I've checked the SQL table MSP_WEB_RESOURCES and
the resource that generates the error is not duplicated in
the table (Step 1). I have also tried several methods to
add his Windows User Account in the Enterprise Resource
Pool (Step 2, Method 2), but any changes I make aren't
stored after I close and reopen the file. I did notice
that his Windows account appears on the server itself
under Admin -> Manage Users -> Modify User as well as the
MSP_WEB_RESOURCES table, but it doesn't appear in the
Windows User Account field when I open the Enterprise
Resource Pool.

Any thoughts on why I'm getting this error? I've tried
everything the support site listed.
