MSP2003 and Material Cost issues

In Microsoft Project Professional 2003, Service Pack 3, we are using material
cost resources to plan, baseline and record one-time purchases of items like
hardware, software, travel, etc. We create milestone tasks and assign these
material resources to them. We did not want to use the Fixed Cost approach
because we want to use MS Project Server to collect hardware, software,
travel, etc. across all projects using the OLAP cube by resource type. The
resources are Material Cost resources with 0 units. We manually enter in the
actual costs. This is working really well for us, except that there are two
problems we are seeing:

1) Minor problem in all project plans: The Actual Costs do nicely appear in
a task usage view and in the resource usage view, but not in the time-phased
view, unless the task is marked 100% complete. The actual cost does not then
appear in the cube unless it shows in the time-phased view
2) Major problem in some project plans: After marking the task complete, we
save the project and re-open it and everything is okay. We can close and
re-open as often as we want during the day and everything stays intact.
However, the next day, the tasks are back to 0% complete (which means the
actuals costs do not show in the cube). Our cube is updated nightly and so
we were wondering if the cube build process is affecting this? But why just
some plans?
