Not directly.
In P2002 you can do File | Save As ... and choose "Microsoft Project 98"
in the 'Save as type' selection box. Any 2002 functionality that is not
available in P98 will be lost. I don't think anyone has fully documented
exactly what gets lost so you may want to try some tests before choosing
this approach.
