Multi-User Error Message

I have created a simple Access database intended for multiple users.
Everybody who is intended to use the database has been able to get on to it
at the same time. However, there is a message that appears, quite often:

The database has been placed in a state by user 'Admin' on machine
'blahblahbla' that prevents it from being opened or locked.

If everybody that's in it gets out, then the message goes away and we start
all over again. Eventually the error appears again. What can I do to make
this stop?

Although this is often reported, and I've occasionally experienced it myself,
I believe it's unusual unless someone opened the database "exclusively". This
is not the "default" method of opening.

I'd be inclined to re-boot the ENTIRE network (or wait until such an
opportunity arises) before investigating further. It's quite likely that some
PC or other may be in a state which pre-disposes it to act naughtily.

OTOH (On The Other Hand) someone may be able to list the actuals which can
cause this. I have never seen a comprehensive list. For example, and
inevitably when I try two openings on the same machine, no such exclusivity is
apparent?

PS at least it tells you which machine. You haven't said whether turning that
machine off solves that instance, in which case you would verify whether the
message was correct? Is it always the same machine? Guessing is not usefull.

PPS the version of Access may or may not be relevant, and you kindly forgot to
tell us. All versions of Access are discussed here, sometimes generically and
sometimes specifically. To me there is no such problem, though I see it
reported often here and I don't know why I don't suffer it!

PPPS there may be different versions of Access incl SP levels on different
machines. But then, I'm just guessing!

Is the file split to Front end and backend? This can happen if the user
puts a object into design mode even by accident.
