multiple administrative project plans

In order to maintain multiple administrative project plans
related to the corresponding dept & have all the
enterprise resources assigned to these tasks. Is it
possible to have the tasks at 0 days & all the resources
assigned to 0hrs, units as 0%? As the resources fill in
their timesheet the task duration will get adjusted. The
projects are kept at Fixed duration & not effort driven.
This is to enable resource availability as resources will
not be booked to these Administrative Projects.
Please advise....

Yes, it is entirely possible to do what you see, which is to set tasks at 0
days duration and then to assign resources at 0 hours of work at 0% Units.
There is one potential issue of which you should be aware on each user's
timesheet. In the sidepane on the left side of the View My Tasks Page,
there are choices to show "Current Tasks" or "All Tasks". Because each of
these tasks has 0 hours of Remaining Work, they are not considered "current"
tasks and will not be displayed in the timesheet. If you want your system
to work, you will need to train all team members to select the "All tasks"
option in the sidepane so that the administrative tasks always show up.
