Yes and no. If you are using Project Server 2003 with managed time periods,
then those with the Resource Manager permissions and the proper RBS field
values can approve actuals entered during each managed time period.
However, this does not prevent the project manager from updated actuals,
even if they have not yet been approved by the RM.

An alternate method without using managed time periods would be to assign
the RM to each task in the project and have him/her use the task delegation
feature of PWA. The RM can delegate the task to a team member while
maintaining the lead role for the task assignment. This means that actuals
from the team member appear on the RM's timesheet, and the RM must then
update the actuals to the PM. A couple of thoughts. Hope they help.
