Multiple Attachments Overwriting Each Other

I am using Outlook 2002 SP2. When I add attachments using
Insert->Picture into the body, I get the correct count of
attachements.

When I copy and paste 2 different images from a Word document into a
message the attachment count is 1 and the one attachment replaces the
other so I have two images that looks like I have put the same image
in the body twice. Is this a bug in Outlook 2002 SP2 because it
doesn't happen in Outlook 2002 SP1? Is there a service release that
fixes this?
