Hello -
Researching Office suite to upgrade small church staff computers. As a small
church, our budget is lmited, but figure Office is the best sloution for
what's needed. Suggestions?

You need one license for each computer. Simplest method is to buy a copy
of Office for each. If you have 5 then you could consider the volume
license program. Contact a reseller like CDW or other for your pricing
options.

If you don't need Outlook then I would very definitely look at Open Office.
IMHO the latest stable release is easily the equivalent of Office 2002/3 and
the next release (v 3) will be able to read the new Office 2007 format
documents natively. It's free and can be installed on as many computers as
you like from the one download with no activation needed.
