Multiple "none" groups

I am having a problem with flags in Microsoft Outlook 2003. I want to
arrange the emails in my folder by follow-up flags. I make the
arragement by going into Custom and then I select Group By and select
follow up flag. That works "fine" but when I click OK, I have two
(none) groups. Meaning, there are two groups, even though they both
have no flags? Why does this happen?
