Multiple projects from Web in MS Project 2002

Hello,

I would love to consolidate projects from a Web Server (SPS) using MS
Project 2002, but it displays "You cannot create links to projects that are
stored on a Web server, and you cannot insert projects from a Web Server".
Can anyone please advise me on how to make it work as good as it is with
files and through ODBC? Does Project 2003 do the job?

Note: We cannot afford MS Project Server solution.
