Multiple referencing

I was hoping that Onenote might work like that wonderful program of
yesteryear, Lotus Agenda, in particular I could Note something once and then
through tags (preferably automatic ones) I can see that this single Note
refers to Bill, Jane and Freda by pulling up each of Bill, Jane and Freda's
pages and seeing everything that pertains to each of them

I'm not sure what you're asking for, but the Note Flags feature of OneNote
will let you do this.

Customize a note flag for each person, then apply the flag to particular
notes. Then a Notes Flag Summary will show all data related to each
person.

As long as he doesn't have more than 25 different things he needs to tag ,
as thats the limit in Onenote as far as I know. 25 tags isn't enough for
tagging. Some people work with 100 plus tags.
