Multiple unintended email Send tasks

Outlook 2002, Win XP SP2 --

I have two email accounts. My default group calls for one account to Send
and Receive, the other to receive only. When I command a Send/Receive, those
two tasks I expect happen as expected, but the second account begins a
seemingly endless series of Send attempts (which fail because the ISP I am
using blocks access to that account's outgoing server). Oddly, even if I
completely disable that second account from the group, these unintended Send
tasks continue. I cannot find any other place where I have a setting calling
for Send attempts from the second account. Suggestions appreciated.
