Multiple users accessing same email account

Is it possible to set up Outlook or Outlook Express so
that multiple users can share a single email account?
They need to be able to read emails as well as send.

You can do so in Outlook, but only one user will be able to access the mail
at any one time. OE it is NOT recommended.
