Multiple Websites

I have 4 websites on my computer created through Frontpage. I want to add navigation bars but can only view/access bar in the 1st website I created. Any suggestions?

open each web individually and apply the changes...close each web once you've
saved and/or published. then open the others one at a time and apply the
navigation bar(s) to each site in turn.
