Must use universal viewer to open Outlook 2007 attachments

When I try to open attachments sent to me in Outlook 2007, I have to use the
universal viewer to open them, or Adobe. If I click on Word 2007 to open the
documents, i get a file conversion message that is checked in chinese
language? How do I repair this?
