Must use updateable query statement

All,

I have two XP systems (one development and one production).

Case 1: MDB on development system -

If I put MDB file on my development system, then I can add/update tables on
my development system locally. However, I can not add or update table from
either my production system or a W98 client, both will get the "Must use
updateable query".

Case 2: MDB on production system -

If I put the MDB file on my production system, then all three computers,
W98, Dev, and Production can do the add/update without any errors.

Can someone shed my some lights on this issue? Is there a security that I
need to set up on MDB when the file is on my development system?
