In Project 2000 is it within licencing agreements to load the MGSETUP.EXE
file on multiple workstations or do we have to buy a bunch of MS Project?

Read the End User License Agreement that came with your software. But
generally, if you didn't buy a multi-user license or do not have a
corporate agreement allowing multiple installations, each workstation
will need its own licensed copy.

Did you mean WGsetup.exe? If so, you can install it for free on as many
workstations as you require.
