My computer (Win XP) is unable to update MSI system component.

I am installing a 2006 NORTON security software but it keeps telling me that
setup is unable to update MSI system components.

I reinstalled my original Windows XP package but it does not mahe any
difference.

Can somebody help me and tell me waht to do.
