My email in accepting incoming messages, will not send messages

My Outlook & Outlook express is accepting incoming messages, but will not
send outgoing messages -- error message comes up saying error (0x800ccof)
connection to server was interupted, check with server.

I've been in touch with charter & all setting on their end are correct. This
problem just started yesterday????

Help!!!
