In FrontPage 2003, I select File, New - then, on the right side under "New
Web site," I select More Web site templates. I then look for a "My
Templates" tab as instructed on line but do not have such a tab. Where is it?

Most likely, you've never saved any site templates. So,
the My Templates would be empty anyway.
