What version Publisher? Have you tried a detect and repair or Office diagnostics
(2007), both are in the Help menu.
You can right click a toolbar, click customize, drag the icons onto the toolbar.
If you have kept the default (and crazy) setting of displaying both
toolbars on one line, then on the vast majority of monitors not all the
buttons will fit. Either use the chevron at the end of the Formatting
toolbar to access the hidden buttons, or drag the Formatting toolbar
using the handle at its left-hand edge to sit below the Standard toolbar.
